States beginning to shift focus from luring business to enticing qualified employees

Rise in job openings is a hopeful sign, but companies are competing for the attention of qualified employees (AP)

SEATTLE, Wash. -- With the lowest unemployment rate in decades, more jobs are becoming available but the competition for the best employees presents itself. The initial shift found cities doing their best to lure businesses to doing business within their state borders, but now the challenge comes in the form of winning over the most qualified employees.
